Assemble the dressing. In a small bowl, whisk together soy sauce, rice vinegar, sesame oil, honey, grated fresh ginger, and minced garlic. Set aside.
In a large bowl, combine the shredded cabbage, carrot, pepper, cilantro, green onions, peanuts, and wonton strips.
Lightly dress the salad ingredients in a large mixing bowl. Toss until lightly coated. Add more dressing as needed to taste.
Plate the salad, top with the shredded chicken, and garnish with the extra green onions, crushed peanuts, and wonton strips. Serve immediately.
