Add the ground beef, all the spices, and fresh, chopped parsley.
Thoroughly combine, then refrigerate for 1-4 hours to let the flavors meld.
Preheat oven to 400 degrees F.
Just divide the meat mixture among the 4 tortillas, then spread it to cover the entire surface of each tortilla in a thin layer.
Roll up the tortilla and slice it into bite-sized pieces. Skewer each piece onto a skewer with the tortilla side sliding down the skewer first.
Cover a sheet pan with parchment paper. Place the beef skewers on the parchment paper and spray with a little olive oil.
Bake in the 400-degree oven for 25 minutes. If there is liquid at the bottom, you can use it as a drizzle by spooning it over the skewers.
