For the dressing, combine the first eight ingredients in a medium-sized mixing bowl and whisk to combine. Add the grated cheese, stir, and season with sea salt and black pepper. Set aside.
In a small skillet over medium heat, add the panko, garlic powder, onion powder, and black pepper. Toast in the skillet while stirring so the panko evenly browns for about 5 minutes. Remove from heat and add parsley. Stir to combine and let cool.
Combine the Romaine with the desired amount of dressing. Toss and add more dressing if desired. Top with toasted panko and serve.
